This article describes strategies for moving client's services to non-TTP rates.
The NDIA has announced that the Temporary Transformation Payment (TTP) for disability support worker-related supports will end on 1 July 2024. This means that providers will no longer be able to claim the TTP loading for services delivered on or after this date.
Many of the TTP services have already ended. We've put together a list of the TTP services that end on 1 July 2024. We’re also updating end dates to 30/6/2024 on rates for TTP services. We’ll post an update to the NDIS pricing status page once this is done.
To move clients to non-TTP rates, providers will need to update:
- service agreements, and
- scheduled appointments.
This article provides strategies we recommend for providers moving to non-TTP rates. They can be applied to service agreements for non-PACE and PACE plans. We recommend that providers:
- change existing service agreements to include both TTP and non-TTP services, or
- roll over service agreements that uses the non-TTP services from 1 July.
Once your service agreements are set up, you should also update any scheduled appointments.
If you're using unrestricted categories, your service agreement will already allow the non-TTP services to be used, if they've been linked to sites. You'll only need to update scheduled appointments.
Change existing service agreements to include both TTP and non-TTP services
Providers can amend existing service agreements to manage the change to non-TTP services. This means that both TTP and non-TTP service agreement items will appear in the same agreement. You may also need to calculate:
- how much to reduce each TTP item's allocation by to avoid overclaiming, and
- how much to allow for each non-TTP item, including costs like travel, transport and centre capital costs.
To make these calculations easier, it may help to change agreements between the last service delivery before 30 June 2024 and the first service delivery from 1 July 2024.
To change an existing agreement:
- Go to the client's service agreement.
- Edit the service agreement.
- Scroll down to the Service Agreement Items section.
- Locate any TTP items.
TTP services have TTP in the name. They also have _T at the end of the support item code.
- Click on the drop-down arrow at the end of the TTP item's row.
- Select Edit.
- Set the End Date to 30 Jun 2024.
- To prevent overclaiming, you may need to reduce the amount in the Total field.
- Click on the Save button.
Make sure you update the End Date and Total for all TTP items in your agreement.
Once you've ended your TTP items, you can add their non-TTP equivalents:
- Click on the drop-down arrow at the end of the category's heading row and select New Item. If you're new to adding item's to an agreement, check out the steps in our article on adding service agreement items.
- Set the Start Date of the new item to 1 Jul 2024 or later.
- Make sure the amount in the Total field excludes any service delivery that will occur before 1 July 2024.
- If you're using the funding schedule to automatically create service delivered (SD) records, you'll need to set up a recurring schedule for the new items. Find out how in our article on adding service agreement items.
- Click on the Save button.
Once you've added all of your non-TTP items:
- generate the quote and record client approval to finalise your service agreement, and
- update your scheduled appointments to use the new items for planned services from 1 July 2024.
Roll over a service agreement that uses non-TTP services
Providers can also use Lumary's rollover feature to create new agreements with non-TTP services. This option means that TTP items and non-TTP items will appear in separate agreements.
To use this option:
- Go to the client's service agreement.
- Use the rollover feature to create a new service agreement. Make sure you set the start date of the new service agreement to 1/7/2024 or later. This will update the original agreement's end date to 30/6/2024. Make sure you also transfer your appointments to the new agreement. This will mean you'll only have to update appointments affected by the TTP change.
- Add the non-TTP services to the new rollover agreement. Take note of the remaining balances of the TTP versions to set your totals. If you're new to adding item's to an agreement, check out the steps in our article on adding service agreement items.
- Remove the TTP items from the rolled over agreement. To remove an item -
- Click on the drop-down arrow at the end of the item's row.
- Select Delete.

- Generate the quote and record client approval to finalise your service agreement.
If possible, it may help to perform the set up of your roll over agreements between:
- the old agreement's last service delivery before 30 June 2024, and
- the new agreement's first service delivery from 1 July 2024.
If this isn't possible and you need to keep drawing down on the old agreement until 30 June 2024, you may need to adjust your category and agreement item allocations. Find out how to reconcile a rolled over agreement.
Once you've set up your new agreement, update your scheduled appointments to use the non-TTP items for planned services from 1 July 2024.
Update scheduled appointments
Once you've added non-TTP items to your service agreements, or if you're using unrestricted categories, you'll need to update your scheduled appointments.
For most appointment types, you'll need to:
- Go to the first session, bed booking or Skedulo job appointment record from or after 1 July 2024.
- Update the session to use non-TTP services. Make sure when you save your changes, you select This And All Following Sessions or Apply to all to change any other future appointments.

Providers using Skedulo will need to:
- Edit the Service Details section of the first job from 1 July 2024.
- Click on the pencil icon.
- Remove the TTP service agreement item by clicking on the cross on the item's name.
- Select the non-TTP service agreement item.
- Make sure you replace all TTP items within the job.
- If there's a recurring schedule -
- Click on Apply to all.
- Put a tick in the Service checkbox.
- Click on the Apply button.
- Click OK to confirm that changes apply to all future jobs.
- If it's a one-off job, click the Update Job button.
